The most serious is the building of the city-villages existence a lot of hidden dangers in the earthquake and fire, which should be noticed and resolved.This paper on the issue carried out studies, the main contents and results are summarized as follows.1.This paper researched the city-village’s reasons for the formation of, analyzed the city-village’s building characteristics and then specified the reasons of existing potential safety hazard in the earthquake and fire. This paper considered due to lacking laws and regulation and the interests of the dwellers drive, leading to the construction no legal basis or impracticability.2. This paper investigated the city-village’s construction accidents, considered that the reason for construction accidents can be divided into three categories:Without formal Seismic Design and low construction quality and unauthorized expansion. Lack of fire protection planning and fire facilities is the root cause of the frequent occurrence of fire accidents in city-village.3. Through to Guangzhou’s investigation, found the city-village’s construction mainly constructed in1985-2000years, and the mainly types of construction were brick masonry structure, and a small of brick-masonry building.4. Through Analysis and Research city-village’s building, discussed the city-village’s fire control planning, building fire separation, fire compartment and the demand of safe evacuation. Proposed construction of city-village to meet the fire protection planning, but also built enough firehouse and the demand of safe evacuation; In the city-village’s the construction process from approval and design to construction stage should strengthen supervision, and city-village should be provided technical support. 5.
