Research On The Current Status And Countermeasures On The Long-term Shandong Waterborne Transport Safety Management Mechnism

The Eighteenth National Congress of the Communist Party of China proposed to strive to complete the building of a moderately prosperous society in all respects. This society would be secure, peaceful and harmonious. In terms of waterborne transport safety, it demands to ensure convenience and property safety when people travel by water and prohibits to build the society through losses of people’s lives and properties. In addition, to ensure waterborne safety is not only the essential basis for the development of waterborne transport and port and shipping industries but also the result for the waterborne transport modernization. To realize the lasting development of waterborne transport, it is necessary to construct and improve an effective waterborne transport safety management mechanism.At present, the domestic waterborne transport competent authorities and shipping industries have given high attention to waterborne transport safety and many professors and scholars have had specific research on this topic to solve the difficult problems in waterborne transport, which have not treated both manifestation and root cause of the problems. This paper, based on Shandong jurisdictional water situation, applying system theory and management theory, firstly briefs the meaning of the long-term management mechanism, then analyzes the current status, successful results and problems of Shandong waterborne transport safety management mechanism, and finally proposes suggestions to improve Shandong waterborne transport safety management mechanism.This paper includes six chapters. Chapter one is the preamble, which introduces the backgrounds, purposes and significance of this paper and the current research achievements of the waterborne transport safety management theory as well as the research methods. Chapter two is definitions and theory basis. On the base of introduction of the definitions of transport, safety and transport safety, the importance of waterborne transport safety is analyzed and the meaning of waterborne transport safety is introduced in this chapter. Chapter three is the analysis of Shandong long-term waterborne transport safety management mechanism. It analyzes the key factors impacting waterborne transport safety through the grey relational theory and method and proposes its theoretical model. Chapter four is the current status of Shandong long-term waterborne transport safety management mechanism, which, according to the jurisdictional situation and large amounts of data, analyzes its construction status and difficulties. Chapter five is countermeasures and suggestions. This chapter highlights the guiding ideology and goal of Shandong long-term waterborne transport safety management mechanism. It raised twelve measures from the two respects of the safety development strategy and safety management measure innovating to construct Shandong long-term waterborne transport safety management mechanism. Chapter six is the ending, which concludes this paper.
