Concentration of large numbers of toll roads, the structural requirements of industrial production, China's direct cause of overloading in road transport, illegal car production and conversion contributes to the development of overloading in road transport spread to harm than overloading the transport sector, so that become a serious social problem, economic and social system in transition to complicate the issue, these factors make our highways overloading in road transport is unique.In China, despite the many large-scale management actions, but after the end of each treatment, overloading in road transport immediately bounced back, and has become worse.
