Water pollution is one of the major environmental problems at present. Water pollution directly affect the drinking water supply.The security of the drinking water supply is the basic guarantee for urban rapid development, also it is the basic needs of social harmony and stability. Along with the rapid development of urbanization and industrialization, urban water supply security problem becomes more and more obvious, many cities faced with different levels of problem on the security of water supply and the unexpected event. According to statistics, the number of sudden water pollution incident is growingin China.Local government, water companies have formulated the sudden water supply emergency plan in response to theemergencies of urban water supply.The emergency planhas played a great role in promotingmanagement of sudden water pollution accident gradually standardized, systematic. But in recent years, emergencyhandlinga number of sudden water pollution accident, still reflects the current problem of sudden water pollution accident emergency plan in our country, affectsitsscientific and practical nature.Papers referencenational urban water supply emergency plans, discussedthe emergency plans forwater plant and pipe network of urban water supply, and summarized the existing problems, put forwardurban water supply emergency strategy in our country. Strategies include establishing emergency system of water resources, establishing a clearstructure for water supply emergency organization, improving the maneuverability of urban water supply emergency plans and themonitoringcapacity of water quality, formatting risk assessmentfor water source, and network.The emergency treatmentfor Yangtze River and Yellow River basin exists differences. Because the coast various provinces span is small,water pollution incidentOccurrence, the adjacent provinces can detect the water quality problemsthrough the emergencymonitoring, and carries on the emergency treatment timely, but the Yellow River basin for coastal provinces span is larger, it is difficult to timely detect the water pollution, combined with the ability of emergency monitoring in China is poorer, difficulty of emergency response to sudden water pollution incident is increased. Therefore, this article focuses on the water supply emergency contingency plans for the Yellow River basinLanzhou, the capital city of, Yellow River as the sole water source,(water supply of Yellow River account for 95% of total amount). Because of the characteristic of its unique geographical environment and water resources environmental, open water source and stuff narrow geographical planning lead to the water supply pipe network at any time are facing the threat of water supply emergencies.Therefore, this article will choose Lanzhou City for the study object, focusing on the Lanzhou water supply.Papersbasedon the five major strategiesand analysis of the situation of water environment of Lanzhou, the risk of water supply and the original water supply emergency plan, established and improved of water supply in Lanzhou emergency preparedness system.System include: purpose and principle ofestablishment, emergency command system and responsibility, prevention and early warning, information report, emergency response, emergency ended and aftermath disposal, emergency care.Established Lanzhou city emergency contingency plans of water supply system, this system has certain feasibility and application value. In addition, according to the characteristics of Lanzhou City supply network, establish Lanzhou City Water Automatic Monitoring System. The system was to establish two setsof on-line automatic monitoring system and five setsof water quality on-line automatic monitoring systemat the pipe network. The system will choose wired(ADSL) or wireless(such as GPRS or CDMA) as the transmission mode,transmission the water quality of water pipe network monitoring data to the authorities, to provide reliable monitoring data for the functional departments,supportingthe development and utilization of water resources.
