HSE management, called Health, Safety, Environment management for short, is the higher level management methods based on the traditional project management(quality management, schedule management, cost management). Since there is much high requirement for project management in the construction field, the traditional project management has become insufficient. Therefore, it is necessary to seek a highly efficient management method for managers. HSE management is one of the new management methods under these circumstances. Compared with the traditional management methods, HSE management shows many advantages: making project health, safety and standardization, making managers and employees’ responsibilities more clear, reducing the project cost in a greater degree, saving resources, improving the overall level of the project management, setting up good reputations of enterprises and enhancing their competitiveness, attracting more investors, improving the economic benefit. At the same time, it can promote our country construction project to enter the international market and realize the sustainable development of construction industry.Lanzhou City, Gansu Province, in order to develop urban development space, optimize industrial productivity layout, and realize the coordinated development between industrialization and urbanization, proposes the program which is moving the enterprises out Lanzhou city into industrial park according to the Gansu regional development strategy and “re-engineering Lanzhou”. To make the projects of moving the enterprises out city into industrial park be efficient, systematic, and realize the strategic plan successfully, this paper introduces HSE management into the project management based on the analysis of HSE management system researches at home and abroad. The author hopes this work will produce useful and efficient effect to management projects. The main research contents of the article are as follows:(1)In terms of projects of moving the enterprises out Lanzhou city into industrial park, the feasibility and necessity of HSE management, the feasibility and necessity of HSE management are demonstrated for relocation projects.(2)Based on the analysis of HSE management system, the content of HSE management system is determined by use of the work breakdown structure(WBS) method. The relevant theories and methods of project management are utilized to carry out the management scope analysis, schedule analysis, work analysis of HSE, and to determine the establishment model of HSE management system project. An effective and appropriate management of HSE system is established.(3)Set the program of Lanzhou LanShi Group out city into industrial park as the research example to conduct HSE management analysis, including the HSE responsibility of various project participants, the basic content of HSE(leadership commitment, policy and objectives, the management and organization institutions and responsibility, regulation list), HSE program training, employee health, safety guarantee measures, the environmental protection measures of the program, the guarantee measures of professional project management etc. For the HSE hazards, the author conducts the HSE risk assessment work through the application of the matrix risk assessment.After the analysis and research on the above content, the author achieved the following conclusions:(1)HSE is a project management system which is effective, operable, conforming to the standard system for the renovation project o moving the enterprises out Lanzhou city into industrial park.(2)Combining the analysis on the program of Lanzhou LanShi Group out city into industrial park, the author points out that in the HSE management system: the leadership commitment and support is fundamental; clear responsibilities and clear management process is the key; to strengthen the culture of safety awareness and to improve the quality of employees are the driving force; risk prevention is the core.(3)For HSE risk management analysis, system, education(training), the continuous innovation and improvement of the technology is the fundament for HSE risk control; consciousness raising, conceptual change, and the method of replacement are the guarantee of HSE risk control.
