Energy conservation is a basic national policy of our country. The energy-saving evaluation and review of the fixed assets investment projects as an energy management system, can reduce energy consumption which is not reasonable from the source, improve the energy consumption efficiency of energy consuming enterprises,thoroughly implement the basic national policy of saving resources, and comprehensively promote resource-saving and environment-friendly society. "Railway" Twelfth Five Year Plan "energy conservation planning" clear that in "the Twelfth Five Year Plan" period, the energy conservation planning objectives of railway industry are: the comprehensive energy consumption per unit transportation workload is reduced by 5%, 5.01 tons of standard coal of millions of converted ton kilometers per million converted ton kilometers from 2010 down to4.76 tons of standard coal at 2015. In "The Twelfth Five Year Plan" period, the country continue to promote high-speed rail, regional trunk, coal channel, Western Railway and other major projects, to carry out the railway construction project energy assessment work has an important practical significance on the realizing railway "Twelfth Five Year" energy saving targets, guiding the implementation of energy saving and improvement of energy efficiency,promoting the construction of the railway industry to save energy and reduce consumption.The energy-saving evaluation of railway started late, and involves many professional,which has a complex system. At present, the theory and method of energy-saving evaluation is still in the stage of exploration in the field of railway construction in china. In this paper,the author use the "Train Traction Calculation 2.5" software to calculate the traction energy consumption which developed by the vehicle Research Institute of China academy of railway sciences, use the annual average load method to calculate the electricity consumption of each computing device system, calculate the heating energy consumption by thermal load, and do the energy assessment for construction scheme and energy consuming equipment etc..(1) Firstly, this paper describes the significance of energy-saving evaluation in railway transportation infrastructure investment projects. The author obtained project energy use and the project site energy supply and consumption through access to information and on-site survey.(2) The paper use energy consumption calculation, standard control, analog analysis method to investigate the main points of the main technical standards of railway project energy assessment, route and station selection and layout evaluation, the main energy consuming equipment energy-saving evaluation(traction control system), auxiliary production and auxiliary production facilities and equipment energy-saving evaluation.(3) The paper evaluated the saving technical measures, the energy conservation management measures, and quantitative measures of energy saving on railway projects, andanalyzes the rationality and feasibility of measures. In the light of energy conservation issues and the link which can be improved, it put forward the corresponding energy saving measures or suggestions. The paper made the quantitative prediction of energy saving measures, and calculated the cost and economic benefit of energy saving measures, and evaluated its economic feasibility. T(4) The paper describes the practical application of energy utilization calculation method. Traction energy consumption is the main part of the railway project. Through the refinement of transportation organization and train formation and considering the limiting factors of slope, the driving speed, the paper calculates the traction power consumption by using "traction calculation software 2.5", and it has considered personal use of electricity for the cars. The paper calculates the transformer power loss by no-load and load loss, uses the average volume method to calculate the contact net power loss calculation of power system equipment, then calculates the energy consumption for heating with the heat load method,finally obtains the project annual comprehensive energy consumption. Through the energy balance sheet analysis of energy balance, the paper draws energy network diagram.(5)The paper calculates the indicators of comprehensive energy consumption per unit transport and traction energy consumption per unit transport, and analyzes the reasons. The paper analyzes the impact of energy consumption on the increase of energy consumption and local energy saving target completion. It should determine the further implementation of energy supply, and evaluates energy efficiency level of the project.In this paper, the theory study combining case and examples on energy-saving evaluation of railway construction project has been done. The energy-saving evaluation of the fixed assets investment projects can indeed play an important role in the aspects of stricting energy consumption growth in the source off, controlling energy consumption, improving energy efficiency and thoroughly implementing the basic state policy of conserving resources.
