The railway is an important part of the transportation infrastructure construction.With the concept of the “ One Belt and One Road ” initiative,the state has increased the construction of railways,especially the railways in the northwestern region.The high energy consumption during the railway construction phase directly puts pressure on the local energy supply,and the energy waste during the construction phase is serious.How to properly evaluate the energy conservation work during the construction phase of the railway has become the most important task for energy conservation.Since a set of evaluation systems for energy saving and energy utilization during the construction phase of the railway has not yet been established,what are the factors affecting energy conservation and how influential they are and how unclear it is,it is difficult for construction companies to focus on the in-depth research on energy conservation and adopt appropriate Energy-saving measures.Based on the national standards and relevant regulations,combined with the investigation on the construction site,the evaluation criteria for quantitative indicators and qualitative indicators are formulated.The comprehensive evaluation results were divided into five levels: excellent,good,medium,qualified and unqualified.According to the evaluation language discrete scale,the indicators are scored.Through the research on the construction of evaluation methods,in-depth construction site,through consultation with relevant experts,initially selected 30 indicators,and then use the Likert scale for expert scoring,combined with system cluster analysis method,proportion method,and energy conservation evaluation system The optimization results showed that the energy-saving and energy-using evaluation system includes two first-level indicators,six second-level indicators,and 19 third-level indicators.Each indicator has different effects on energy conservation.Therefore,the determination of indicator weight is particularly important.This paper analyzes the existing typical weighting methods,and in order to be able to determine the weight value more rationally,the author finally chooses a comprehensive weighting method based on spearman correlation coefficient.Take weights.This method combines the advantages of the main and objective weighting methods.In order to enable construction companies to identify specific areas where energy conservation is not ideal in the construction process,a method of interval approach is used to evaluate the method step by step from the top to the bottom,that is,the third-level indicators evaluate the second-level indicators.The specific rating grade results and effect scores of the second-level indicators are evaluated by the second-level indicators and the first-level indicators are evaluated.Finally,the comprehensive evaluation results are calculated.Using the evaluation system and evaluation criteria established in this paper,through the calculation of the model,the Baolan High-speed Railway Gansu section of the Gansu section of the energy-saving and energy use of the construction stage of the example validation,the final evaluation results are moderate,biased qualified.
