As the proportion of building energy consumption in the total energy is increasing,“energy-saving buildings" and "green buildings" have became a hot topic of theconstruction industry and the real estate industry, they also have prompted thatbuildings energy-saving would be the inevitable trend of the development ofconstruction industry, During the evaluation process of building energy-saving effect,how to establish a evaluation system for building energy-saving effect is particularlyimportant, Which is scientific, reasonable and adaptable.This paper analyzed the general evaluation indexes of buildings energy-savingeffect at home and abroad firstly, combined with the standards of national buildingsenergy-saving in our country, then summarized and finishing those evaluation indexesto set up an indexes source. In addition, we taken into account the mainly factors thatwould maybe affect the evaluation result, used the methods of herringbone analysis andliterature statistics, and combined with the principles of ensuring evaluation indexes toestablish a multilevel evaluation system of the buildings energy-saving effect. Secondly,according to the phenomenon that subjective randomness exists generally in thebuildings energy-saving evaluation, which causes the evaluation effect of civil buildingsto appear deviation, Extension methods were came up with using in the evaluationeffect of buildings energy-saving, which solved contradictions between things that inqualitative and quantitative angles. It used simple associated function and elementary associated function respectively to calculate the weight of evaluation indexes and everyindex’s correlation for the grades of energy-saving effect, which effectively avoidedsubjectivities taken by comprehensive evaluations methods formerly, To a certaindegree, it make evaluation results more accuracy and objective, Besides, the calculationof the extension method is simple, and feasible. Finally, this evaluation system ofbuildings energy-saving for civil construction projects was proved sufficiently by aconstruction project, which located in HuBei province. As a result, its evaluation resultwas same to the design effect.It is sufficient to confirm the applicability and rationality of this method which wasused in the construction industry by using of this example. At the same time, Using thismethods had broken a new idea for energy-saving evaluation, and also providedtheoretical basis for the work of buildings energy-saving efficiency evaluation.
