The practice and institutional exploration of water rights conversion in the past 10 years have become the natural conditions for the uneven spatial and temporal distribution of water resources in China,and under the rigid constraint of the strictest water resource management system proposed by the state,the effective measures of implementing the water control ideas in the new period,promoting the reinforcement of weak links in water conservancy projects and strengthening the supervision of water conservancy industry have achieved obvious results,but there are still some shortcomings and weak links,therefore,it' s of great significance to carry out study on comprehensive benefits and ecological impact assessment of water right conversion based on sustainable utilization of water resources for improving the policy and regulation system,continuously playing the decisive role of market in resource allocation,promoting the construction of water rights system,and constructing water rights transfer regulation that can be used sustainably.This paper uses a variety of methods to conduct in-depth research on the allocation and utilization of water resources,so as to solve such problems as the prominent contradiction between the supply and demand of water resources,guide the transfer of water resources to high efficiency,and promote the open source and throttling of water resources,and taking the transfer of water rights in Shenwu irrigation area of Hetao irrigation region in Inner Mongolia as typical region,the comprehensive benefits and ecological impact assessment of water right conversion based on sustainable utilization of water resources were carried out.Generally this paper has mainly achieved the following results:(1)Based on the experience of mature water markets in foreign and the national conditions in China,this paper comprehensively analyzed the water rights system,water market and water rights conversion theoretically,the basic problems of water rights conversion,studied the operation mode and framework structure suitable for China' s water market,provided the three-level market model of China' s water market,and explored the determination of the transaction subject,object,mode,basic principles and basic contents of market of each level.(2)This paper defined the comprehensive benefits of water rights conversion from the aspects of economic,social and ecological benefits,and proposed quantitative indicators.Based on the principles of comprehensiveness,representativeness,hierarchy.rationality and operability,the comprehensive benefits evaluation index system for water rights conversion in Hetao irrigation region was constructed.Considering the uncertainty of the water resources system and the corresponding risks,a comprehensive benefits evaluation model for water rights conversion based on fuzzy comprehensive evaluation was established.(3)Taking Hetao irrigation region in Inner Mongolia as typical region,used five methods to analyze and calculate the excess water consumption in Hetao Irrigation Area were 379 million m3?3.56 million m3?6.63 million m3?5.96 million m3 ? 2.65 million m3.Based on the results,the excess water of Hetao Irrigation District is determined,and the index boundary of the model is defined.Using the comprehensive benefit evaluation model of water right conversion based on fuzzy comprehensive evaluation,a fuzzy paired comparison matrix is constructed,integrating different expert opinions and decomposing fuzzy paired comparison matrix,after weight correction,inverse fuzzification,normalization,total hierarchy ranking and consistency test,the weight of economic benefit,social benefit and ecological and environmental benefit is 0.527,0.185 and 0.288 respectively.Combined with the index value of comprehensive benefit,the comprehensive benefit level of water right conversion is defined and analyzed.(4)The economic benefit indexes in 2016,2017 and 2018 of inter-city water right conversion in Shenwu irrigation area were 0.864,0.89 and 0.988 respectively;the social benefit indexes were 0.669,0.927 and 1 respectively;the ecological and environmental benefits were 1,0.69 and 0.49 respectively;the comprehensive benefit index of water right conversion was 0.878,0.816 and 0.807 respectively.Affected by the factors of intra-irrigation expansion and low management level,although both are in the range of high comprehensive benefits,however,the comprehensive benefit index decreased year by year,indicating that the ecological and environmental benefits decreased year by year.It is urgent to take into account economic,social and ecological benefits in the process of water right conversion in the next step,and consider the optimal amount of water right conversion and the range of water right conversion.(5)This paper analyzes the expanding field of blockchain technology in the construction and trading process of water rights and water market,and its feasibility and advantages in terms of trading regulations,procedures,time and methods.Based on the comprehensive analysis of water right conversion theory,the construction of comprehensive benefit evaluation model,the practical experience of water right conversion in Inner Mongolia and the comprehensive benefit analysis,put forward the corresponding regulatory strategies,such as perfecting the policy and regulation system,standardizing the initial allocation system of water right indicators,strengthening the construction and improvement of water right management system,and actively cultivating and improving the water market,in order to realize the sustainable utilization of water resources as the guarantee condition,the comprehensive benefits of the water right conversion practice are optimized.
