Regional water resources and environment assessment is an important component in modern hydrology and water resources, and is the foundation of water resources programming, development and management, which can provide references for decision making in social and economic development related to water problem.In this thesis, the results obtained in china and abroad about water resources and environment assessment were reviewed and analyzed, and according to relative standards, the methods and their applicable condition were discussed combining water quality and quantity, which is essential to comprehensively evaluate water resources and environment risk. The main results are shown as follows:First of all, the method, process, and related standards of water quality and quantity evaluation are summarized. According to present groundwater situation in Haihe River Basin, index systems of comprehensive assessment for both water quality and quantity are proposed. Then based on fuzzy theory, fuzzy assessment model is formulated and applied to the five respective cities and effective results were derived.Secondly, because of the advantage of no attribute-weights for catastrophe theory, a new method to evaluate groundwater environment risk is put up, and then to solve the problem of catastrophe evaluation value, a kind of transformation is adopted to make the results objectively and reasonably, which provides a new way for groundwater environment assessment.Thirdly, on the basis of analysis on factors of flood risk assessment, in relation to catastrophology theory, the index system of the flood risk assessment in Dahuangpuwa detention basin is put forward, including disaster-inducing factor, disaster environment gestation, property of hazard bearing body, capacity of hazard bearing of society. And then according to relative standards and rules, assessment grade and evaluation standards of indexes are established.In the end, there is less subjectivity existing in BP artificial neural network assessment model than other traditional assessment methods. Especially, when the interaction of system inner factors is uncertain, it shows more advantages, which offers a new way of flood risk assessment. In this paper, flood risk assessment model based on BP artificial neural network is formulated, and then it is applied to the 36 unit regions in Dahuangpuwa Detention Basin. The results are consistent with the actual situations, which testifies its reasonability and offers reference for flood risk assessment of other detention basins.
