With increasing scarcity of traditional energy and the deterioration of global environment, the attention of new clean and efficient energy is growing. According to China’s Twelfth Five-Year Plan and the Mid-long term plan of nuclear power development, nuclear energy as a safe, clean, economical energy, will become an important part of energy structure adjustment in China.In order to ensure nuclear power safety, the equipment and materials of nuclear power plant are subject to strict regulations from design, procurement, surveillance, construction to maintenance, etc. The manufacturing process of all nuclear-grade products must be submitted to and surveiled by purchasers. For the equipment/materials with low purchasing volume and limited technical difficulties, the management costs for procurement and surveillance are high compared with products’cost. In such cases, input-output ratio and resource utility of purchasers are decreased, and the efficiency of whole industry chain is actually affected as well due to suppliers’corresponding input.Based on current regulations and requirement of nuclear industry in China, this thesis takes example of current existing procurement & surveillance model of nuclear emergency diesel generator piping system, analyzes its current situation and deficiencies, researches the transversal integrated joint procurement & surveillance model for emergency diesel generator providers, i.e. standardized procurement demand integration of pipeline system from different purchaser/projects, collaboration with "competitors" on joint procurement, joint surveillance/witness, explicit schedule management and documentation management on joint procurement & surveillance platform. This new model enables better integration of supply base and enterprise resources, sharing of external recourses, reduction of procurement cost and quality management cost, optimization of project schedule and documentation management, and also improvement of industry chain efficiency. This model creates a multi-win atmosphere for purchasers and suppliers after being implemented.Meanwhile, this thesis underlines the advantages and feasibility of joint procurement & surveillance model in the present condition of nuclear industry development through comparison with third party procurement & surveillance.With the construction of more and more nuclear power plants, the conclusion of this thesis improves surveillance capability of nuclear emergency diesel generator providers and provides reference for contractors on different position of nuclear industry chain to optimize procurement & surveillance model.
