China has witnessed a high-speed developing period of highway construction in the past few years. As economy develops and ideas advances, national investment is no longer the only solution to construct and manage highways. BOT is more and more hired in highway construction, which makes full use of private capital, social forces, and introduces new management methods. BOT not only relieves financial burdens of government, but also activates the whole construction market, thus is a promising alternative for highway construction.However, BOT is still in the initial development stage in China, and many disadvantages exist. Especially after the "financial crisis" in 2009, the whole financial market both in and abroad is unstable. Besides of financial market, technology, government conduct, political environment, laws and regulations, economy, and culture, etc. all can bring potential risks to a BOT project. How to handle these risks properly becomes a significative task.This paper, based on the risks of BOT highway project, discussed issues related to risk control. The main content included:introduction of BOT model, basic theory of risk control, and characteristic of GQ highway BOT project. Then, several ways including qualitative and quantitative methods such as Delphi and AHP were used to identify and evaluate the main risks of BOT highway project. Finally, proper risk control measures were recommended for GQ highway BOT project.This paper combined theory, engineering project, and working experience of the author, and did comprehensive research on risk control of GQ BOT project, aiming to provide references for similar BOT highway project.
