Planning Allocation Of Water Resources Research In The Western Mountainous Areas Of Handan

With more than 30 years of reform and opening up in China, it is rapidly development in science and technology, and population is sustained growth causing the result of the water consumption increased significantly. The serious contradiction between supply and demand in water resources due to differences in regional distribution of water resources in our country and the total number of water resources is limited. China’s economic and social development not only depends on the water resources, water resources shortage will also threat to social harmony and stability and ecological security. We must stand in the global strategic height to solve this problem. Deal with the relationship of population, environment and social development and water resources. By taking reasonable measures, the comprehensive planning of river basin, regional water resources, a unified scheduling and scientific management, to achieve the goal of sustainable utilization of water resources.Based on the situation of water resources in Handan city as the research background, through detailed analysis of the relevant information in the area of study area is a water-lack area. With the rapid development of Handan city, as an important industrial base in the western region of the city’s water demand is rising, causing the water resource shortage problem. So, we further studied the water resources planning problem in Handan area. Based on analyzing the present situation and problems of the development and utilization of water resources in the western area of Handan city, the contradictions between water resources supply and demand were revealed, and Some of the problems exist in the process of development and utilization of water resources were founded. To solve the problem of contradiction between the supply and demand of water resources in planning level years, we made the system planning to the region and puts forward two kinds of different water diversion scheme, through the diversion can effectively solve the local industrial water requirement. Through the comparative analysis on two kinds of schemes, finally puts forward the recommended scheme.Conclusion shows that it can effectively solve the contradiction between supply and demand of water resources to achieve the economic, social and ecological benefits of coordinated development of the target through integrated water resources planning, unified deployment and scientific management to realize the sustainable utilization of water resources in the western region and regional comprehensive development planning has important significance.
