The integrated EPC(engineering, procurement, construction) contracting model is the most popular contracting model in international engineering construction field. In recent years, along with the implementation of China’s go global” development strategy, China’s power design institutes, main equipment suppliers and construction subcontractors, under the guidance of such strategy, increasingly participate in international power station construction market. Although there has been some success, there’s still a big gap in the integrated strength and management level of general contracting between China’s companies and the leading international engineering companies. Especially China’s companies cannot meet the requirements of high-end EPC project management. To meet such market management requirement, China’s EPC companies need to comprehensively improve their abilities in terms of engineering, management, resource mobilization for project implementation, overall integration of design and construction. Engineering management takes the leading position in all aspects of EPC project management, and highly efficient and mature design work is the key to ensure the success of EPC project.Under the EPC contracting model, from the perspective of management workload, engineering management does not account for higher proportion in the entire project management, but has the most direct and important impact on the three major elements of project management – quality, schedule and cost. The design process, in particular, the preliminary design phase, is the most critical link in investment control, quality control and schedule control. Therefore, the introduction of theories like value engineering, constructability, quota design during engineering management practice, the optimization of engineering management with advanced management tools, the improvement of engineering management capability of EPC contractor and the increase of added value of management, will be of great significance.All the designs are the result of professional engineers’ massive parallel work, and value engineering is a systematic approach which intends to maintain its necessary function while removing unnecessary costs, so as to increase the project value. Maximum return of the value engineering is rewarded in early design stage and before 60% of design commitment is made. The main purpose of execution of EPC contractor’s value engineering is to find the optimum design at the early stage of design, which conforms to the value engineering and the owner’s contract, by replacement of comparable scheme to achieve the project objective of the EPC contractor. Site construction and production activities depend on the design details of the design engineers. Design engineers need to consider a controllable balance among construction, costs, time and quality, so as to connect the details of construction work and the design work. Therefore, it’s particularly important to bring in constructability theory in engineering management.Taking an example of the engineering management of project G from international power station construction company A, and from the perspective of EPC contractors whose main business is construction, and aiming at the whole process of engineering management, using the knowledge and management tools related to project management, engineering management, value engineering, constructability theory, quota design etc. combined with engineering management practices of Indian project G, this paper systematic analyzes the engineering management organization and the implementation scheme of engineering management in respective stages, and conducts studies on the engineering management model under international power station EPC model. By combination of literature survey and qualitative analysis, as well as engineering management practice of project G, this paper tries to find out a way to improve the strategy optimization of engineering management, and the pertinence and effectiveness of electric construction company to achieve a higher engineering management level.
