Nowadays, the development of container transportation is quite fast, because of this, more and more container ports began to improve themselves to adapt this environment. It not only relies on its good location and vast economic hinterland, but also needs to improve technical conditions of the port, the efficiency of port operations and management level. The loading and unloading of the port must be systematic and rationalize in order to gain advantage in the fierce international competition. The effective way to achieve this goal is to optimize the scheduling and configuration of port handling equipment to reduce the port’s operation cost.The container transportation has fixed ports and fixed schedule, which is different from cargo transportation. Under normal circumstance, there is no practical significance to request the ship depart from a port earlier than the schedule time, so a moored vessel can departures the harbor at the stipulated time. So, the biggest problem of the container port production is not how to improve the loading and unloading speed, but how to reduce the operation costs of the port and make sure the ship departures within the specified time should be considered.According to the basic process of container terminal, the paper builds a scheduling optimization model of container loading and unloading. Its aim is to reduce the operation costs of container terminal and make sure the ships leave the terminal on time as far as possibility. Then, Genetic algorithm is designed to solve the NP-hard problem as above. The effectiveness of this algorithm is verified through solving one problem using Matlab. Finally, data of DCT in 2009-2011 is quoted in this paper; the handling equipments are equipped using the model above. It shows that the results of scheduling optimization model of container loading and unloading is consistent with the device equipment in the actual terminal production. Thus, the model in this paper has certain reference significance for production operation of container terminal.
