Research On The Orientation And Countermeasure Of The Standardised Design For Affordable Housing

In the period of China’s 11th five-year plan, the construction of Fuzhou affordable housing started, then in the period of China’s 12 th five-year plan it has entered a rapid development period. With the affordable housing construction scale of expansion, it appeared many design problems like "only meet the current national design code but not reasonable", which lead to many complaint letters especially in disputes caused by designing the policy commercial houses. These kind of disputes accounted for a rather large proportion of affordable housing construction complaints. For the optimization of Fuzhou City affordable housing construction design, Fuzhou City Urban Construction Committee takes one of the Municipal important projects in 2011 about research work of" The standardised design for affordable housing" which requires to pass the standardized design, aiming to solve the living requirement of low-incoming groups, pay attention to the applicability, environment, economy, safety and durability of subsidized housing, and make sure the environmental protection requirements of energy saving, water saving, section, material saving, in order to improve affordable housing quality and design level, and to the realization of social justice and harmony. As the director of this research group, I participates in the research work of this subject, to analyze the related affordable housing policy, and collect analysis of real experience and classical case at home and abroad, analyze research results and compare the domestic and foreign researches and do Field research from humanity, suitability, solving the various living, life, work and other aspects, of housing vulnerable groups. We carried out the living state investigation of Fuzhou City Affordable Housing audience through a return visit and questionnaires to collect the advice and opinions of our city affordable housing design. We launched a series of research with design problems are most concentrated, the largest amount of future construction of policy commercial houses as the breakthrough, take consider of changes in demand from the target population living conditions and environmental requirements, approach the problem about corresponding to the change of family status, economic status and working conditions of the adaptability and scalability, and the land use for affordable housing construction, the surrounding environment, facilities and others, in-depth thinking to explore Position and Countermeasure ofAffordable Housing for our city characteristics. As a high starting point to develop scientific task book, we launched a citywide proposal collection of Fuzhou affordable housing type, then selected the affordable housing plan design blueprint to confirm the affordable housing standardised design project topic (phase Ⅰ), research scope and contents (including apartment layout area, classification, index number range, apartment layout splicing, energy saving, structure requirements). At the same time, to develop affordable housing evaluation standards, and puts forward some suggestions and Countermeasures of location, municipal supporting services, environmental design planning for affordable housing, to provide the corresponding index for commissioned the preparation of units for further design and preparation work into the "Fuzhou city affordable housing standardised design atlas" (including unit plans and design techniques and design guidelines).
