The urban development strategic planning in this period take the "incremental tools breaking through the limit" as planning role, "scale expansion" as planning goal, "space layout" as planning content, "static method" as planning method and "local government" as the only subject, The urban development strategic planning in this period is an innovation out of the system.In 2006-2012, under the influence of the centralization, further decentralization to the market and society and the changing global environment, the limited entrepreneurial local government take spatial expansion and structure optimization as its space governance needs. And at the same time, urban development strategic planning turn into a normative institution as the technical support for urban master planning. So the urban development strategic planning in this period come into a Coordinate oriented planning, take "coordinate planning supporting master planning" as planning role, "scale expansion and structure optimization" as planning goal, "space built" as planning content, "dynamic method" as planning method and have diversified subject under the government’s leadership. The urban development strategic planning in this period is a normative institution.In recent years, under the background of modernization of governance system, Local government have a diverse space governance needs, and the growth oriented urban planning can’t meet the diverse governance needs, so the urban development strategic planning have a new trend of normalization and diversification, it is an innovation in the system.Urban development strategic planning in China has experienced the period of spontaneous produce (innovation out of the system), conscious amendment (normative institution), rebirth (innovation in the system), its development process meet the changing space governance demand of the local government, promote the space governance means system, reflect the progressive and pragmatic logic of space governance means reform in China, and the change of urban space governance relations. Urban development strategic planning in China have positioning problems such as the position is still fuzzy, Governments at all levels should gradually make urban development strategy planning legal status explicit and promote its content towards comprehensive, elastic oriented.
