The new period of rapid development in urbanization started since China’s reform and opening up; the increasingly regional social-economic and infrastructural conditions caused the significant change in the edge of the city. Compared with rural area with vast hinter, the advantages in marginal zone village included marketing, capital, technology, information, and human resources. Land-the basic productive element-is the important resources for China during the rapid urban expansion currently and in the long run. The rational and efficient use of land resources played an important role in supporting three national strategies-national food security strategy, socialist new rural strategy, and urban and rural development strategy. Therefore, the issue that how to maintain the urban and rural development while achieving the rational and efficient use of marginal zone village land needed to be solved immediately; it not only influenced China’s urbanization process, but is also related to the sustainable socio-economic development in China.The aim of this article is trying to figure out the regulation methods and practical ways to implement the sustainable use of urban fringe village land; mainly through the control of the elastic, flexible planning, flexible management strategy to alleviate the edge of the area of cultivated land pressure, optimize the allocation of land resources and rationalize the urban and rural land relationship. Firstly, we analyzed the edge of the area development course and land use in the current status. According to the characteristics of geographic location, population constitute, industry economic, landscape style, and urban rural space, we divided the urban fringe village into three types:independent type, blend type, and invasive type. We also drew out the spatial distribution range of these three types of marginal zone villages in Suzhou area. Secondly, based on the result of scientific evaluation, we designed the specialized optimal models for different regions of Suzhou marginal village land, through the investigation of current usage of three types’ marginal zone villages land and building the index system which combined three aspects-the evaluation of content, the results of the implementation, and management mechanisms. Based on the comprehensive evaluation results, we used "grey land planning" method to design the different usages of three types of construction and non-construction land in Suzhou marginal village land. We also build the flexible usage guidelines taking three aspects into account--land use, building function, and population transfer. Finally, we studied the flexible land-use management system of marginal village land in both strategic and implementing aspects, established the protective implementing methods of flexible land-use, and improve the land management system of elasticity usage of marginal village land, so that to adjust the land-use structure in Suzhou marginal zone village land.Based on the relevant study on the flexible use of Suzhou marginal village land, we hope this article can provide useful help for the healthy and orderly development of urban fringe villages and offer the reference guide for the development of marginal village in other areas.
