In terms of construction projects, the investment cost control is the most sensitive factors of project investor’s attention, and also is eternal theme, standing on the investor’s point of view, the construction of a project needs how much money to invest, is absolutely to consider. Whether the government investment, or enterprise or individual investment, what investors eventually focus on is the social and economic benefits, and the direct factors influencing the efficiency of cost control is still the investment. Project investment control in relation to the whole process of project construction, which is divided into decision-making stage, design stage, bidding stage, implementation stage, the four phases of the project investment play the role of a different degree, and eventually directly affect the size of the total project investment, to determine the project to achieve the goals of social and economic benefits.This paper first analysis and comb the relevant investment cost control theory and the research status at home and abroad, and analyses the background of the hydropower station construction, at the same time, the factors affecting the main reason for the investment cost control in each stage of the hydropower station construction project are analyzed. Taking the Mengye river hydropower project in Yunnan Pu’er city of Yunnan province as an example, analyzes each link in the investment cost control problems of the Mengye river hydropower station construction process, the main reason of the problem and the influence factors of the outside world, and studies the countermeasures to solve these specific problems, puts forward the control measures and some suggestions to control the cost of investment in the future.
