Ship Automatic Identification System and radar as the main navigation aids, play an important role in terms of ship collision avoidance. AIS equipment can automatic switching navigation information between ships, and has the advantages of rich information, high positioning accuracy. However, not all ship installed AIS equipment, AIS belong to monitoring and tracking targets passively, which will bring potential safe problems for the navigation of ships. Radar as traditional navigation aids, can detect the ship around independently, and can form a panoramic view of the regional traffic state, but its accuracy is not high enough, and so easily influenced by weather, sea conditions, and both of the information have a certain redundancy. So we need to fuse the information of AIS and radar to solve the above problems, improve the efficiency of the ships navigation and ensure to navigate safety.In this paper, we rigorously design the AIS and radar information fusion process after analyzing the information fusion theory system, and track association is the key research part. The whole fusion process includes three phases as follow:the first phase is preprocessing of the AIS and radar information, including space coordinate transformation and the time calibration, and filter out irrelevant ship information through the block method associated with coarse correlation method. And then we use the cubic spline interpolation method getting corresponding ship position information at the same time. The second phase, we use the euclidean distance among position, course, speed as the fuzzy factors, and consider the weight of every factors to design the track correlation algorithm. The third phase has carried on the comprehensive analysis of the problems of ship track, and corresponding treatment method is given. And then we simulate the algorithm by five real ship data.
