For heating, gas, ventilation and air conditioning engineering including the control of temperature and humidity, cleanliness and air quality, to achieve the environmental control of heating, ventilation and air conditioning system, cold and heat sources and energy conversion equipment, as well as gas, steam and hot and cold water delivery system. It is a frequent accidents field, there are all kinds of security problems, such as fire, explosion, harmful material leakage. Such accidents is characterized by sudden, generated by their damage is often difficult to suppose. So studying the related properties of an emergency, types of emergencies, characterizing the intensity, time and space characteristics, can lay a foundation for emergency scenario building,to cope with heating, gas, ventilation and air conditioning field safety problems provide reference. Based on the 2014 world horticultural exposition in Qingdao(hereinafter referred to as "WHE"), for example, using scenario planning technology, through to the construction of fire incidents on the WHE Theme Pavilion, concise emergency elements, build based on Case reasoning in CBR(Case-based reasoning) emergency management mechanism, preparation, practice provide support for the relevant contingency plans, so as to realize fully to the park emergency prevention and control.This article assesses the construction and operation of WHE risk from the possibility of WHE emergencies, the intensity of emergencies, the vulnerability of hazard-affected carriers and emergency resources four dimensions. On the basis of traditional risk assessment method increases the vulnerability of hazard-affected carriers and emergency resources considerations. The improved risk assessment method can more objectively reflect the risk state.Characterizing the gas leakage and fire as examples,simulated gas leakage a nd fire the essential attribute and diffusion characteristics, realized the transformat ion from uncertainty to certainty of emergency. Using the technical route of emer gency scenario planning, built the WHE theme pavilions fire security model, clea r the objective needs of the regional emergency WHE, systematically summarizes o n WHE contingency factors, summed up the emergency management direction, con dition, procedure, process and effect factors,engineering measures, and developed based on these elements of the technical measures and management measures for the p reparation of WHE comprehensive disaster prevention and emergency system const ruction plan, construction of the emergency response system is a beneficial attempt to the regional major construction projects and major activities.
