We have reached the consensus that the contradiction need to be solved strongly between supply and demand and Water pollution is becoming more and more serious. Although the industrial water use efficiency increased year by year, there is still a big gap compared with developed countries. Industrial water-saving technology innovation is the important way to promote China’s industrial water efficiency, reduce industrial water use, to keep sustainable development of the industrial water. Combing in the literature of industrial water and the technical efficiency, by using the DEA model to decompose industrial total factor productivity index,we can measure industrial total factor efficiency index and technology innovation and treat the technical efficiency index and index of technological innovation as the independent variable and the level of industrial development and water resources endowment as control variables, have the regression analysis for industrial water efficiency..The results showed that Industrial technology progress in our country there were significant positive influence on industrial water efficiencyI measure efficiency for industrial water technologies in China using DEA input minimization model, to measure industrial technological innovation level. I use the empirical analysis to react he influencing factors of China’s industrial technological innovation using empirical data of provinces from 2001 to 2010 in China. The R&D founds from enterprises, The R&D founds from government, the new products output, The number of industrial waste water processing, and the water resource endowment are the significant influence factors of technology innovation level of water-saving in industry in our country.According to the main factors affecting industrial water-saving technology innovation in our country and our country’s industrial production processes and features, I put forward industrial water-saving technology innovation strategy in our country from three dimensions. Technology innovation strategy target system of water-saving in industry: strategy of water-saving from source—reduction technology innovation strategy, strategy of water-saving from the process—circulating technology innovation strategy, strategy of water-saving from end—The technology innovation strategy of recycling. The level of the industrial water saving technology innovation strategy system: water saving technology innovation strategy for enterprises, water saving technology innovation strategy for industrial park, water saving technology innovation strategy for industries. Timing system of industrial water saving technology innovation strategy: the strategy of basic research of water-saving in industry, strategy of industrial water saving technology invention, strategy of industrial water-saving technology for industrialization. I put forward the proposals to carry out the strategy of technology innovation of water-saving in industry from the government level, the market level and the public level.
