Universal design is the core idea:everyone is different the ability of disabilities, namely the person’s ability is limited, people have the ability of different, in a different environment with ability are also different.The use of universal design concept to improve the accessibility of the public library, and the use of vulnerable groups, is the development trend of the 21st century. Application of universal design principles in the design of public library space, need to consider the multi-racial, problem oriented design and integrated application of various common design principles. The law of the most basic should be included:continuous and smooth surface, the appropriate partition and utility, barrier difference and elastic auxiliary, open the line of sight with intuition. Information service and fault tolerant design, save the physical facilities and seating comfort design, simple, and satisfy the cultural meanings. The future promotion of general design idea, and China is for the attention of the whole society and the continuous development of universal design of products and marketing, has prompted a barrier-free environment to promote to a higher level, to achieve the ideal of concern to everyone.Universal design is a humanized concept, fully embodies the everyone from the physical to the psychological care in developed countries has been widely promoted. Of all the social education institutions, the library is the most the most approachable and developmental. Public library is the public access to information, an important place for learning and cultural knowledge, its object-oriented wide range, including the elderly, the disabled, pregnant women, etc. Universal design in the public library can provide more comfort for using the object of service, fully respect every user, embody inclusive, service of public library this fundamental purpose. Based on this kind of service for all readers alike attitude is the basic belief of humanized service, and that human performance will be the implementation of the service attitude of equality, respect, and rational. Many domestic libraries in this area has not do or make a bad phenomenon, so it is necessary to discuss the problem from various angles.How to apply the concept of universal design in the public library and the related facilities, and the concept of community care development of neuropsychology, consider the use of the disabled, neuropsychology, women demand and children’s behavior, such as security to improve the domestic public library.
