The rapid urbanization development, high-density and compacted land use patternsand ever worsening traffic congestion in urban areas have unequivocally made publictransportation a top priority for cities in China. However, under the construction modewhich is led by the government, the service level of bus stations fails to meet the needsof the development of public transport, which results to the restricting of urban publictransport priority. In this context, the comprehensive development mode has beenproposed and applied.Nevertheless, in consequence of the lack of research, the practice of thismode remains at the stage of exploration, which urgently calls for systematicand targeted research. Through questionnaire investigation and interdisciplinaryanalysis, the thesis establishes studies in the following three sections: themeaning of the comprehensive development mode of bus stations, the reason ofapplying this mode and how to proceed.The thesis firstly demonstrates the theoretical framework of welfareeconomics to discuss the quasi-public goods attribute and positive externalitiesof bus stations. At the same time, the thesis describes why the comprehensivedevelopment mode is an efficient measure to achieve the internalization ofpositive externalities.Through differentiating and analyzing the meaning of comprehensivedevelopment, joint development and other derivational concepts, the details ofcomprehensive development mode of bus stations mentioned in this thesis getclearly described. Furthermore, the necessity and feasibility of this mode isanalyzed taking account of land for construction, funds as well as supportivepolicies etc.On the topic of how to apply the mode, the thesis firstly investigates themost appropriate development strategy for stations with various functions indifferent location, according to basic principles of technical feasibility,economic feasibility and external influence feasibility, as well as additionalprinciples of regional development plus supply and demand matching. Secondly,the thesis describes the necessity and feasibility of PPP, and further defines the land access, organization mode, development process and designed roles ofthree participants under the mode of BOT.The systematic and targeted research provides references for formulatingrelated policies and guidance for the actual constructions of bus stations.
