Research On Compatible Land-use Control In Old Urban Area Of Small City During Urban Renewal

With the rapid ascension of our country’s urbanization level, the small city will alsogradually become an important battlefield and now old city renewal is being a big focusduring the construction of small cities. As the renewal flood comes, many small cities geta new look but a loss of vitality about which many experts think that effective control ofland compatibility is an important means of keeping the old district and realizingsustainable development of the old district. Therefore, this paper tries to put forward someideas of optimization about controlling the compatibility of land according to thecharacteristics of production and life of the residential in the city’s old district combinedwith related theories and practical experience.The paper combs the basis of related theory research and practical experiencedomestic and overseas in detail and summarizes the related factors and the methods ofthe compatible land-use control. Through analyzing the general renewal methods andproblems of which, the paper confirms the restriction factors on the compatible land-usecontrol in the old district of small city. Combining the above analysis, the research buildsa land compatibility control system of the old district in small city pertinently whichincludes the combination of "top-down" and "bottom-up" control and the security systemscontaining development and construction guidance and policy mechanism management.Taking the old district in Wu Xiang for example, it put forwards effective methods ofland use compatibility control in old district of small city from two aspects respectivelywhich include the appropriate adjustments of classification of urban land use standardand planning unit control. Research thinks that,(1)the lag of classification of urban land use standard, thedisadvantages of traditional zoning model and the lack of spontaneous construction guideare the core constraints of the construction of compatible land-use;(2) Suitability to adjustland use classification standards based on local particularity and small scale division ofplanning units from the bottom up are effective ways to promote the control of compatibleland-use;(3) It needs the guidance of development and construction in details and perfectpolicy management system to realize the control, development and construction ofcompatible land-use.
