As a basic constituent unit of the city, block is the most intuitive reaction featuresand functions of the city’s image quality. Different functions of the blocks are thebasis of forming the diverse material space in the city. Rapid urban developmentrequires more employment, business value, and more comfortable and livableresidential living environment, which makes it reasonable to create one of thepositive factors of urban development and revitalization of the block.A long time we have to follow a fundamental, which based on function zoning, thendivided a single division of a large area of the city. At the same time, affected bythe Leide Peng planning (Clarence Stein,1957) and Perry (Perry) neighborhoodunit theory, we lived around the tour center of parkland and facilities to form theneighborhood unit, and formed the large-scale urban blocks. A variety of factorshave led to the current China’s urban land expansion mode, especially chasinglarge-scale and even more large-scale blocks in the new cities. The expansion oflarge-scale model greatly hindered the development of the city, and brings a rangeof urban problems, such as the urban automobile traffic congestion and poorwalking environment. The huge difference exists between the old and new citystyle, all the new cities look the same. Landscape and environmental deteriorated,and large-scale Park Plaza were lack of pleasant scales and participatory, whichlead to resources idle and waste problems. Meanwhile, the continuous expansion oflarge-scale neighborhoods also brings high consumption and low efficiency of theusing of the urban land, leading to the development of the city’s "pie" mode.Under the requirements of building a conservation-oriented society, how toimplement the requirements of the conservation-oriented society in the city level,to achieve the sustainable growth of the city, to create a content-rich urban life, allthese problems have become very urgent. Therefore, this study will take urbanneighborhoods as the research object, starting from the practical problems revealedby current street construction, combined with relevant experience in buildingresults, proposed the planning and construction of city blocks based on thesmall-scale theory. Through "comparing the pros and cons of the street, theneighborhood "and" small-scale, small neighborhood ", this study will reflect thesmall-scale neighborhoods’ unique advantages of improving the urban vitality, enhance the value of the soil, using land, the infrastructure, optimizing trafficenvironment and so on. This study will also make a preliminary discussion on thesmall-scale neighborhoods’ planning principles and construction strategy.
