Since2005, China’s nuclear power development has experienced a rare historicalopportunity, whether from the project approval or under construction at the same timescale have reached a historical high. With the project of nuclear power equipmentmanufacturing peak arrival, equipment manufacturing quality surveillance andincreasing work load and surveillance of staff is relatively small the contradictionbetween the increasingly prominent, how to guarantee the surveillance power limitedto maximize the role of surveillance personnel, ensure real attention to the activities ofmanufacturing is the most important and the most weak link, is placed in a challengein front of the nuclear industry equipment manufacturing quality surveillance andmanagement team.This paper has discussed the particularity of nuclear power industry qualitysurveillance firstly, emphasizing the special management of nuclear safety equipmentsurveillance. Through the investigation and comparison of the nuclear power industry,summarizes the characteristics and methods of traditional contract equipment qualitysurveillance and management, and the advantages and disadvantages are analyzed.Through the investigation of related fields at home and abroad, this paperintroduced the method of the work order based on the contract type of qualitysurveillance management optimization. The play focuses on intensive management inthe role of nuclear power project in the "multi project, multi base" mode. Researchand application of work order management, with the system and reasonablesurveillance and guidance for the equipment manufacture quality surveillance andmanagement, to achieve the "key equipment, key process, focus on", to reduce nonvalue or small value of surveillance and relative equipment, increase surveillance ofkey equipment investment. Compared with the traditional contract surveillance andmanagement methods of work instruction, surveillance and management in thelimited human, material conditions, planning and execution surveillance activitiesmore reasonable, in order to meet the needs of the construction of nuclear powerequipment manufacturing quality surveillance requirements.
