At present, our country attaches great importance to the famous towns that havehistorical and cultural. The researchers have done a lot of works on the protection anddevelopment of them, and some achievements have been made. But the researchers’attentions are not enough for the general small towns which are not the famous townsthat have historical and cultural but have historical and cultural heritage. Generallysmall towns are located in certain economic zones, based on the radiations anddiffusions from the historical and cultural heritage, the multiple influences fromsurrounding rural hinterland and their own development processes of rural urbanization,inevitably appear different development characteristics and phenomena from othersmall towns.
