Distribution network directly faces the power consumers and its construction anddevelopment level directly influences the quality of power supply. The distribution networkconstruction of China still falls far behind the advanced level at present. Therefore, it isvery urgent to enhance the construction of distribution network. Nowadays distributionnetwork planning is the basic work for distribution network development and determine thefuture technological and scale level. Evaluation and optimization work for distributionnetwork, which constitutes the key technology support for distribution network planning,has attracted a wide range of concern among power companies and experts. Evaluation andoptimization can find out the existing vulnerabilities and defects of the existing andplanning distribution network and help to promote the utilization rate of power equipmentsand save resources. Furthermore, it influences the future direction of distribution networkon one hand. On the other hand, evaluation for distribution network specifies the powersupply level, reliability and line loss rate the distribution network can achieve in the future,which is of great significance to the demonstration of the planning scheme. This papercomprehensively investigated the evaluation and optimization methods of the distributionnetwork in accordance with the requirements of the planning. The main work of this paperis as follows.(1)The theories related to the common distribution network evaluation wereintroduced comprehensively. Related evaluation effectiveness and procedures of evaluationwere also analyzed in depth.(2) Combined with AHP, Delphi method and fuzzy function membership method, anew evaluation system and optimization for distribution network was established accordingto practical planning experience and explicit evaluation purpose. The evaluation systemanalyzes the characteristics of the existing power network based on four aspects includinghigher grade power supply, network structure level, load supplying capability andequipment technical level. According to related technology guidelines and expertise, thispaper provided the definitions of the indexes and the scoring criteria. This paper applied the above evaluation system and optimization method to a certain existing distribution networkin a district and clarified the application procedures of the evaluation system. The derivedscores highly reflected the technical problems solved in the planning scheme. Itdemonstrated the correctness of the evaluation system in logic and the effectiveness of theoptimization methods.(3) Aimed at the evaluation requirements, the economy of the planning and thereliability of the power network were also taken into account in the evaluation system. Acomplete evaluation system fit for distribution network was proposed. The evaluationsystem and the calculation methods of the main indexes were discussed in detail. The aboveevaluation system for distribution network planning is relatively comprehensive and easy toaccomplish.
