The safe, sustainable and reliable supply of electric power is a necessary condition for the rapid and stable development of the county economy. The planning of distribution network plays an important role in the development of the power grid.An ideal planning project for distribution network should be safe, economic,concerted and adaptable. Which contains many factors, so it is difficult to establish a planning model that contains all the constraints. Now the distribution network planning includes two phases: the development and selection of programs. This thesis makes a brief analysis on how to develop the high voltage distribution network planning project, and studies the evaluation methods of various projects. This thesis thoroughly study the research of the following several aspects:Firstly it describes the basic process and method of distribution network planning, and researches on single economic index evaluation and multiple indicators index comprehensive evaluation methods. Thesis provides the content and calculation of economic comparison. Based on the analysis of the factors that affect the development of distribution network and the characteristics of analytic hierarchy process(AHP), A Technical, reliable, economic and concerted integrated index comprehensive evaluation system was established. By analyzing the advantages and disadvantages between AHP and entropy weight method, this thesis combine the two weighting methods to calculate the index of the evaluation system.And then it analyzes the current situation and the key issues existing in the Fengqiu distribution network, and forecasts the load. Along with the 35 kV power grid’s three kinds of development model: Prohibition development, Restrict development and Limited development. 2015-2025 Fengqiu High voltage distribution network planning is formulated in this thesis. By using the PSASP to simulate the annual operation of each planning project, to check whether it is satisfied with the voltage level, short circuit configurations.Finally, by using the method of single economic index evaluation and multipleindicators index comprehensive evaluation methods to analyze and compare the planning projects of Fengqiu. Apply the Grey correlation theory and TOPSIS to the evaluation model. Selected the optimal project by comparing the three methods.Verified the rationality and practicability of the evaluation methods. This thesis compare the cost of each planning project in the near, medium and long term of the comprehensive economic index, which has a guiding significance for the distribution network planning.
