The Research On Government Investment Project Construction Supervision System

Abstract:With the proposal and practice of strategies such as new urbanization and new national district, the projects invested by local governments are developed prosperously. To further implement 《National Council’s Decision Regarding the Reforming of Investment System》, governments at all levels are strengthening supervision and improvement of management of their investments. However, many issues still exist in the supervision of project invested by our·governments due to the lack of efficient supervision system. Thus, from the point of view of government, this essay compares the current conditions of domestic and foreign researches, summarizes the issues involved in the supervision of projects invested by our government as well as proposing a more comprehensive and better supervised construction supervision system with considering system construction, mechanism building, process monitoring, performance evaluation, and other aspects based on analyses of theories. This essay includes researches on the following areas:(1) Based on research and survey, this essay analyzed the issues involved in the construction supervision of government-invested projects and explored underlying reasons leading to these issues.(2) Via the analysis on the gaming between regulatory and regulated persons in government-invested projects, a supervision strategy is put forward:Introduce the meshing theory and integrating theory into construction supervision of government invested projects. According to the principle of "nets set grids, the grids decide people, people set responsibilities", supervision should be divided multi-dimensionally and regulatory responsibilities should be clear to achieve accurate supervision. And a three-dimensional supervision system with a dimension of "Fully self control" for construction unit, a dimension of "Supervision execution" for government and a dimension of "Supervision Control" for the coordination unit was proposed.(3) Setting up supervision system for government invested projects. First, constructing principles, ideas, objectives are put forward; the regulatory subject and objectives should be clear, and a construction supervision system should be built with the prerequisite of building regulatory, building mechanisms as the protection and process monitoring as the starting point and performance assessment as supplement.(4) Given an example of the supervision for a project invested by a new district government, their achievements and issues are concluded and some suggestions to implement the systems are put forward, which could provide some experience for other new districts.
