City parks are a major component of urban construction, the city is also a major recreational space for residents, because the beautiful environment, abundant facilities and become the first choice of many older outdoor venues. With the advance of civilization and social development, China’s aging population has also ushered in an unprecedented scale. How to make more and more elderly people to seek more suitable parkland them to stay, a venue to address the various needs of their growing problem of insufficient facilities and parks became an urgent need to confront the issue.This paper usage for the elderly in Harbin parkland this subject has been studied to the older theory and usage evaluation theory as the theoretical basis, select the Qing Waterfront Park in Harbin, Jingyu Park and Zhaolingongyuan as research subjects, using field observations, interviews combined with a detailed questionnaire survey method, observation and questionnaire content system design issues, through the analysis of the survey results, mastered the behavioral characteristics of the elderly and the elderly get to the park’s regional environment, psychological feelings and evaluation of landscape elements, services, facilities and operations management.Then, the three parks in the elderly has been the use of horizontal comparison, compare the similarities and differences between them. On this basis, summarizes the factors that affect older people in the park that is used:the elderly behavioral characteristics, park location, functional layout, landscape environment, service facilities and management of the six areas. Meanwhile, further summed Harbin problems in parks and optimization proposal. In terms of design, proposed holistic, spatial diversity, practical, accessible design principles, and for roads, plants, rest facilities, health facilities, ornamental facilities and a fitness facility specific design aspects of the proposed six corresponding requirements. In management, the proposed increase capital investment, to strengthen and improve the policy system management efforts to enhance awareness of the two aspects of the proposed service.
