In order to promote the diversification of energy development, speed up the layoutof the energy industry adjustment, at present, our country is facing building a highvoltage network backbone network frame, the grid voltage level, the coordinateddevelopment of strong Smart Grid, and Smart Grid development cannot leave the supportof power transmission and transformation projects. As an important part of powerengineering project, the power transmission and transformation project is the foundationof the interconnection and the safeguard which is directly related to the development ofnational economy and people’s daily life. The power transmission and transformationproject in the process of project management has its own characteristics. Therefore,establishing and improving the scientific and rational power transmission andtransformation project management is conducive to the comprehensive assessment ofeconomic benefit, technical benefit and social benefit.This article first can systematicly analyze the research background and significanceof power transmission and transformation project management evaluation, discuss thedevelopment situation at home and abroad of power transmission and transformationproject and power transmission and transformation project management evaluationsystem in detail, thus more clearly demonstrate the importance of technical economicevaluation in the whole process of power transmission and transformation projectmanagement. Secondly taking the Wen Tang35kV power transmission andtransformation project as the research example, it analysize the general situation of theengineering project of35kV power transmission and transformation project which is anecessity of project construction and get a better understanding of110kV powertransmission and transformation project. Then using the AHP analytic hierarchy process(AHP) for single factor weighting analysis, and combination weighting analysis, finallyto determine the weight of each index, and fuzzy comprehensive evaluation model is setup, and put forward the Wen Tang35kV power transmission and transformation projectsfuzzy comprehensive evaluation index system, effectively solve the Wen Tang35kVpower transmission and transformation project indicators of uncertainty and thequalitative index analysis of the problems, to ensure that the power transmission andtransformation project in technical and economic evaluation, make scientific and accuratejudgment. Finally, in view of the35kV Wen Tang power transmission andtransformation project of the actual situation, it put forward the scientific and reasonablemanagement measures, to ensure that in the whole management process to achievereal-time monitoring of the project and system analysis, realize the active control of theproject, improve the project management level.
