In modern urban construction, urban distribution network construction is animportant infrastructure. Construction, development and transformation of urbandistribution network is the only way to developing urban economy, opening up theelectricity market and improving urban living standards. With the rapid development ofsocial economy, the continuous expansion of power distribution network construction,the problem of constraints of urban distribution network space and insufficient powersupply capacity is increasingly highlighted, and becomes the main factor restricting theirown development. For a long time, because of the idea that great importance wasattached to the power generation, despise the power supply, regardless of electricity’, theconstruction of urban distribution network reconstruction did not get the attention theydeserve. Especially in small and medium sized cities, there is no unified rules ofdistribution network planning and construction and development; and even in some areasbecause of lack of supervision and management, casually and secretly wiring formed amessy network. In addition, the backward technology and equipment performance andaging line, lead to poor reliability, low power quality and frequency of accidents,resulting in a serious impact on the development of national economy construction andthe improvement of people’s living standards.Through the planning and optimization of the transformation of the city distributionnetwork upgrade, not only can guarantee the safe operation of the power grid, reduceenergy consumption and improve reliability of power supply, and to adapt to the rapiddevelopment of market economy, and to better meet the increased levels of the demandof user for electricity with the social and economic development and people’s living, butcan also bring economic benefits to the country and electricity companies.This paper taking A city as an example, in the foundation of carefully elaborating andanalyzing the geographical location, economic development trend of the region, theregional equipment and technical level and other aspects, analyzed the users averagefailure outage time and the level of information of the area, and has been clear about thework of thought and aim of construction and reform, and studied the upgrading andimplementation plan of a city of construction and reform of the distribution network. Inaddition, a comprehensive analysis of the implementation process safeguards and of theeconomic and social benefits after the upgrade is made. By building a distributionnetwork of safe and reliable, reasonable structure, flexible operation, economic efficiencyand energy conservation and environmental, the power quality and power supplycapacity can be continuously improve, which meets with the growing demand for electricity of users resulting from the social and economic development and people’sliving standards improve, and there will be an important guiding significance for thefuture of urban distribution network construction.
