With the further development of urbanization in our country, some developed small cities were in the transformation stage to a higher stage of medium-sized cities. The original urban spatial structure, historical context and urban style have been badly hit. Meanwhile, the lagging urban planning and management, and the limited construction funds resulted in poor quality of urban construction. The improvement pace of urban environment can’t keep up pace of economic development, which affected the external image of the city and the socio-economic development. To improve this situation and enhance the quality of the city, a lot of small cities which economic developed rapidly have launched on the renewal planning in their central area and old city,The paper carried out the renewal planning research on the case cities to upgrade the city quality. From the most basic human survival environment needs, the research studied the content and level of city quality, and formed the visual evaluation criteria. And based on that, through diversified and sustainable means and theory, combining related national policies, the paper has temporal-spatial development concept as overall concept, and has made specific update ideas in the city center elements (urban structure, function, traffic, infrastructure, etc.), iconic elements (urban space, architectural form, green landscape, etc.) and cultural factors (urban culture, characteristic style, urban texture, etc.). Based on previous analysis, the paper presented corresponding update paths and measures for different types of participating subjects in urban renewal, and provide a reference for similar small cities in renewal construction of their old city.
