With the rapid development of China’s economy and the urbanization processprogresses, a large number of large-scale railway, highway construction projectcommenced construction. The construction enterprise management controls has beena hot issue. Any construction companies want to gain a foothold in the wave ofmarket economy, we must find ways to improve cost control of construction projectmanagement efficiency, enhance their core competitiveness. With the continuousdevelopment of the whole process of cost control and improvement of the theory, wehas been realized that traditional cost control and management did not comprehensive,we should use a more systematic, comprehensive and dynamic management conceptsand methods for all-round, the whole process project cost control.The author discusses the project cost control target, elements and links as well asthe principles and methods for project cost control. Will be fully cost control principle,dynamic control principle and the accumulative curve method, earned value method,value engineering applied to construction project cost control research. On the basis ofcost control theory, combined with SD TJ-3standard of passenger dedicated lineconstruction project of the actual situation, analyzes its present status and existingproblems of cost control, including the lack of the core method of cost controlmanagement, cost accounting formal serious problems such as poor timeliness, andcost control system.
