| In recent two years, affected by the continuously slump of international coal price and the adjustment of macro-economy and domestic energy structure, the transportation need of future growth in coal consumption seems lack of potential. As a key connector of coal transportation in Hohhot Railway Bureau (HRB), Miao Liang Logistics Park (MLLP) undertakes the important missions of "West-East coal transportation" and "Road-Railway Transition". Meanwhile, as a profitable enterprise, it requires effort to reduce various costs to abtain greater profits when realizing the function of coal transportation. Currently, the coal is mostly purchased from coal loading point under HBR, and transported to the logistics park for storage and sales through direct railway transportation. Therefore, it is necessary to study on the procurement plan of MLLP.Under the condition of direct railway transport, considering the demand of MLLP, this article conducted the following researches on procurement plan of MLLP to achieve the abjective of reducing total cost and improving enterprise benefit.i Analyzed the management model of MLLP, including operating mode and transportation organizational mode. Focus on the profit pattern of MLLP, analysis of the cost and revenue source during the process of coal procurement and sales, providing a basis for the formulation of the procurement plan.ii Studied on the current situation of MLLP from demand and capacity, qualitative forecasting the transportation needs based on the actual situation.iii Analyzed the organization of direct coal transport from loading point, elobrated the rationality of adopting direct railway transportation. Studied the status quo of the lines, loading points and working trains under HRB, identified the limited situation of relevant abilitis, which taken as the constraints in the optimization model of procurement.iv Established a optimization procurement model of Coal Logistics Park limited by staged rail capacity under HRB, considered phased purchasing price, transportation cost and inventory cost, achieved overall optimization based on the target of minimizing the total cost of logistics system by relevant constraints. Solved by Lingo software, we can calculate a phased proper car volume of coal from loading points and inventory level of the logistics park, which is the procurement plan of Coal Logisitcs Park. |
