The Concept Plan Of Weifang Coastal Transport Logistics Park

This article aims to build the Port Logistics Park with unique advantages in Weifang, basing on building the port of modern logistics park and learning from the successful experience at home and abroad, also providing some rational thinking and policy recommendations to promote the healthy development of port logistics industry in the region.In April2009, the general secretary Hu Jintao puts forward to create "Shandong peninsula blue economic zone" in Shandong investigation. Then Shandong Provincial Party Committee made an important strategy deployment to speed up to build the Shandong peninsula blue economic zone, and the high-end industrial agglomeration of Jiaodong peninsula. In order to promote the coordinated development of region and cultivating a new growth pole, in November2009, the State Council ratified the Yellow River delta efficient ecological economic development planningWeifang Binhai economic and technological development zone is the important part of the construction of the Yellow River delta efficient ecological economic zone, Shandong peninsula blue economic zone, and the high-end industrial agglomeration of Jiaodong peninsula. Weifang Binhai economic and technological development zone was established in August1995. In April,2010, as an important support and breakthrough to the construction of three zone, Weifang Binhai economic and technological development zone approved by the State Council as national economic and technical development zone. In order to rise ahead in the development and construction of of Yellow River delta, Weifang carried a strategic adjustment on Binhai economic and technological development zone which nailed down the "one city and four parks" strategic layout including the logistics park with a major new historical opportunity and a higher perspective. At present, Weifang is focusing all the city’s power to build the coast economic and technology development zone. Every major infrastructure construction has been promoting. Coastal dikes of port area in weifang have already folded successfully. Three DWT berths are about to be used. Three2-DWT berths are stepping up to construct. Planning to2020, forty one1to5DWT berths will have been built. Weifang port is the shortest, the most economic and convenient channel for goods to out to sea by landway in Luzhong and LuBei, and it is the important supporter of the Yellow River delta regional economy development. Moreover Wei fang airport has already planed to relocate to the coastal economic and technological development zone.In this project, the Yellow River delta Weifang Binhai traffic logistics park is an important part of the harbor logistics park and it is a social infrastructure which provide public logistics service to the Weifang economic and technology development zone and the Yellow River delta efficient ecological economic zone. To plan and build the Yellow River delta Weifang Binhai traffic logistics park is the strategic need of serving and supporting the construction of Binhai economic and technological development zone and implementing the plan of the Yellow River delta efficient ecological economic zone.Modern logistics is the important service industry of national economy development and the new economic growth point of the economic and social developing to a certain stage. Developing the modern logistics has an important support and promoting function to the development of national economy especially the modern manufacturing and trade communities and other industry. It has great meaning to promote industrial structure adjustment, transform the mode of economic development and enhance national economic competitiveness. In order to promote the development of modern logistics, in2009, the state council issued the "Logistics Adjustment and Rejuvenation Construction" which nailed down the logistics park is the important foundation and platform of modern logistics developmentAfter the traffic department of transportation was established, State Council give the new function of promoting the modern logistics development to traffic department of transportation. At present, the traffic department of transportation has cleared the basic train of thought that transportation industry promote the development of modern logistics. It also takes building logistics park as the important means and the breakthrough point of "1025" promoting the development of modern logistics. The Yellow River delta Weifang Binhai traffic logistics park is the national highway transportation hub project which nailed down by the traffic department of transportation. The Yellow River delta Weifang Binhai traffic logistics park’s construction ushered in the unprecedented development opportunity, policy and the environment.This study suggests that the starting point and purpose to build the Yellow River delta Weifang Binhai traffic logistics park mainly embodied in two aspects:first, as the important regional transport hub and logistics hub, the Yellow River delta Weifang Binhai traffic logistics park should not only meet the development needs of Weifang port, Weifang economic and technological development zone, but meet needs of the Yellow River delta area’s economic development; the second is to serve as an economic development function areas, it rely on the superior economic traffic location advantages and the heart of the developed economy, strengthen the strong comprehensive function of business, logistics, gathered crowd, cash flow and information flow in agglomeration, drive and promote the development of the Binhai city. It also take the initiative opportunity and commanding heights in the development of the Yellow River delta regional logistics.The plan aims to according to the general principle of high starting point, high level, large scope, wide field, and new idea, according to the planing thought of changing development pattern, improving the comprehensive transportation, developing low carbon logistics, adhering to the people-oriented and striving for the national policy. And it plans to build the modern logistics park of the Yellow River delta zone with biggest scale, strongest function, the most widely radiation and the best service.The range of the planning is the south of port area of Weifang, the east of dredging port highway, the west of newly-built dam of Mi River, the north of Logistics South Road, covers the area of about8.78million square meters. Among them, a period (the south area of the plan) is located in the east of dredging port highway, the north of logistics south road, the west of Zongyi Road, the south of Hengba Road, covers the area of about1.53million square meters.
