At present, with the increasing development of our country road transport, the increasing mileage of high-speed channel and the increasing vehicle holdings leading to a growing number of charging stations and workload. Now, the manual toll collection is used primarily in our current foll collection system, so vehicle traffic efficiency is low. In this case, a slow and inconvenient vehicle access and traffic jam can be cause easily. The phenomenon is not only a waste of time and human energy, but also a waste of energy. With the increase in the toll station and vehicle traffic such a waste has been increasing, and contrary to the concept of the state to promote energy conservation, strengthen environmental protection. Therefore, in order to solve the waste, an intelligent transport system is required urgently. The rapid development of science and technology makes a variety of advanced technologies can to be realized, such as:radio frequency technology, so intelligent traffic management system can be from theory to practice in order to improve traffic management capabilities to enhance the rapidity,humanization and security of transportation. Based on the current situation and status of science and technology, a scheme of a toll collection system (ETC, Electronic Toll Collection System) is proposed to solve effectively the above waste and improve transportation efficiency.In this article, firstly, the research background of ETC system is briefly introduced, the current domestic and foreign situation and development of ETC are analyzed, and what work to be done. Secondly, the the front desk structure of ETC system are described, focusing on the lane system’study, and a lane system deployment scenarios is proposed, meanwhile, the DSRC protocol is briefly introduced. Thirdly, a detailed discussion and research are done for the DSRC (Dedicated Short Communication) protocol, and based on understanding the document issued by GB/T20851DSRC protocol, the physical layer, link layer and application layer of the DSRC protocol are introduced in detail. The frame structure, the technical the requirements, the service primitives and the service processes of each layer of the protocol are researched.Finally, a key component of the front desk system, RSU (Road Side Unit), is designed in hardware and software. In the hardware design, the selection of the relevant chip are introduced, and the circuit of the RF module and baseband module are designed. In software design, based on the Linux platform, the DSRC protocol is achieved, and all layers of the DSRC protocol are designed in detail, and the feasibility and reliability of hardware and software are verified.
