As an important component of the national road network, highway faces with rapidly growing traffic demand and lagging service capacity. It has been proved that, Electronic Toll Collection (ETC) technology is an effective way to improve the road traffic efficiency, and to promote energy conservation of transportation. However, with the development of the application of ETC technology, improving the service quality and reducing the failure rate have become an important problem. For a reliable ETC system, it is a basic requirement whether Dedicated Short Range Communications (DSRC) air-interface data between Road-side Unit (RSU) and On-board Unit (OBU) can conform to the relevant standard. Analyzing and testing the content of the air-interface data can ensure the standard compliance of DSRC devices as well as the interoperability between the devices, which makes the ETC system more stable and reliable.This thesis designs a DSRC Air-Interface Monitoring Instrument in ETC System. The device can easily check the air-interface data content between OBU and RSU, analysis of the air-interface data, and verify the data compliance with the standard.This thesis mainly studies the following aspects:1) Deeply studied the national standards GB/T 20851-2007 "Electronic Toll Collection Dedicated Short Range Communication" and the related ETC technical requirements, known well about physical layer parameters required and air-interface data protocol.2) Analyzed the functional and the performance requirements of the DSRC air-interface monitoring instrument and proposed the design plan.3) Designed the software and hardware of the DSRC air-interface monitoring instrument according to the plan, and made a prototype.4) Tested the function and performance of the DSRC air-interface monitoring instrument and conducted some practical applications.The design and application of the DSRC air-interface Monitoring Instrument follow the design principles of modular, miniaturization, simplification and standardization. It has these features:easy to carry, low cost, easy to use. Meanwhile, the design plan of hardware and analysis process of software are completely according with the national standards. After completely test, the DSRC air-interface Monitoring Instrument with standardized design can be used as a test equipment.
