As an advanced transportation system which includes a variety of comprehensive technology, the content and application scope of Intelligent Transportation System (ITS) is very extensive. Non-stop Electronic Toll Collection (ETC) system and its main communications technology - Dedicated Short Range Communication (DSRC) is an important component of the ITS. ETC system solves the problem of parking charge on the highway and improves the efficiency of the vehicles going through on it. It means the ETC system makes full use of road and bridge. It also contributes to energy sources saving and environment protection. With the development of Chinese transportation system, ETC system will be more widely used.In this paper, the development of the ETC system at home and abroad is introduced firstly. The following is the ETC system's general composition and function. Then, based on the study and analysis of Chinese DSRC protocol, the paper designs the Road-Side Unit(RSU) system of ETC system. And introduces the design steps and implement methods of roadway controller's hardware and software platform, which is the important component of RSU system. In addition, the paper gives an method to manage the car line by mutex. So as to prevent the communication confusion that aroused when several On Board Unit(OBU) send messages to single RSU at the same time. Because of the mutex method, the car line can be managed accurately.
