With the rapid development of society, the demand of electricity power is continually increasing, the scale of power grid is gradually expanding, and the level of information technology is getting higher. Thus concept of " strong smart grid " is proposed by the State Grid Corporation, meanwhile the intelligent substation is an important part. In this field, development of intelligent electronics, especially appearance of mechatronics equipment like intelligent switch and photoelectric transformer, along with computer network, provide a reliable guarantee for substation information collection, transmission and intelligent processing.Starting from the substation technical aspect, this paper analyses the problems of traditional substation and digital substation, proposes substation intellectualized transformation solutions concluding technological aspects such as modification plan, intelligent substation architecture, intelligent equipment, automation systems, advanced applications and intelligent auxiliary facilities, also some management aspects such as reconstruction of organization structure and operation process, safety production, the rules and regulations reform. Then, we establish substation intellectualized transformation program evaluation system including technical, economic and social benefits, sets M substation as an example, uses basic data from expert scoring method. Through empowering, eigenvalue method and value iteration method, it conducts multilayer fuzzy comprehensive evaluation, and finds that intelligent substation can improve overall level of substation, increase enterprise efficiency and achieve social benefits,such as land conservation, energy saving, noise reduction. Finally the real effect of smart substation construction is summarized from the substation reconstruction examples. Intelligent substation can improve running reliability of equipment, realize equipment automation, improve efficiency of resource use and production management, make the operation more economical, energy-efficient and environmentally friendly.The research of substation intellectualized transformation will take on an important direct sense at the construction and transformation of intelligent substation, and lay solid theoretical foundation for the smart grid construction.
