| The flood resources is an unconventional sense of water resources, has the dual properties of hennessy and water damage. The current water shortage has become an important issue affecting the economic development and people’s living standards,and the floods cause huge loss to people’s life and production every year,while a lot of flood resources flow into the ocean directly without using.Therefore,studying on the utilization of flood resources can not only reduce flood losses caused by the economic and social development,but also can alleviate the problem of water shortage.The study has an impotant practical significance.In this paper,based in the research on the meaning of flood resources,it analyses the flood use of resources and using principles and using features.The evaluation of flood resources utilization including the utilizable flood resources and the potential flood resources available.The paper analyses the flood risk and flood benefit with the utilization of flood resources,including reservoir,canal storage and flood storage region.The risk analysis is mainly include estimates of the flood risk rate and estimates of the economic losses.The benefit analysis is mainly include the efficiency of agricultural irrigation,the benefits of industrial water supply,the efficiency of urban living water,the benefits of ecological water and the efficiency of hydropower generation.Through the analyses of the flood sisk and benefit with the utilization of flood resources in Beisanhe River,using the Multi-objective fuzzy optimization method to analysis the flood resources utilization scheme.Miyun Reservoir using different staggering scheduling scheme as the research object,the indicators include reservoir hydrology comprehensive risk ratio,agricultural irrigation efficiency,industrial water efficiency,urban living water efficiency,eco-efficiency and reservoir power generation efficiency.Beiyunhe using different flow rate solutions as the research object,the indicators include overflowing flood risk rate,overtopping flood risk rate,agricultural irrigation efficiency,industrial water efficiency,eco-efficiency and urban living water efficiency.Dahuangpuwa detention areas using different water level as the reaearch object,the indicators include flood risk rate,desired economic loss,irrigation water efficiency and eco-efficiency. The conclusion is that option one is the best scheme for Miyun Reservoir,option two is the best scheme for Beiyun River,option one is the best scheme for Dahuangpuwa flood detention. |
