In the electric power network, power distribution network and power users of contact most closely, is one of the important Bridges connecting the power supply and power load, the power user power supply reliability, stability and power quality has a direct impact.Parts with the sustainable development of economy in our country, revealed the phenomenon of urban distribution network construction the serious lag, power supply and power load development too fast. In this paper, starting from the present situation of power distribution system planning, distribution system planning strategy for the actual research.This paper follows the basic theory of project management, discusses the application of modern project management theory in the strategic planning of the proposed method, according to the main process how to do strategic planning of project management, planning, implementation, control start, finishing, the five process groups of project management, scientific and reasonable distribution network planning can not only save a lot of manpower material resources for power supply company, but also can improve the ability of urban power supply, meet the demand of electricity growth; It can accelerate the reform of distribution network construction, expanding distribution network coverage, meeting the demand, and gradually improving power quality, guide medium and long-term construction and retrofit of urban power distribution network,in order to ensure that the urban distribution network and the urban social and economic development and the coordinated development of power grid. Is necessary to raise the capacity of power supply reliability and power supply security conditions. Optimize the distribution network structure, moderately improve the distribution network planning and construction standards, improve the city’s important users of the power supply, enhance the capacity of disaster prevention and disaster reduction.Improve equipment level, so as to improve the reliability, in order to make sure to the society and residents of high quality, reliable power supply. Through transforming perfect network structure, to speed up the update travel-weary equipment, reduce network losses, improving operational efficiency, improve the efficiency of the electric power enterprise’s input and output.In this paper,first of all, from the related theory of distribution network planning, it simply introduces the distribution network, power load forecasting, substation site selection constant volume, high and medium voltage distribution network planning, the content of the investment estimation and economic evaluation. According to the overall development of linfen city planning, detailed research and analysis the present situation of distribution network in the region, found that the current main problems of linfen city distribution system. According to the overall trend of linfen region’s economic and social development and the historical data of electricity, to predict the planning year (2018) level of development of power load. Then according to the results of the prediction of power load distribution on2018,110kv power distribution substation site selection of distribution and main transformer capacity for optimal planning in an all-round way.On this basis, put forward the linfen region in the distribution system of substation and medium voltage distribution network (10kv) planning results, and the result of the power distribution system planning for the integrated and comprehensive evaluation and the statistics annual the total investment estimation of distribution network planning results and comprehensive benefit analysis. In the end, it can conduct a comprehensive summary to the distribution plan.
