In this paper, the feature of the long-term distribution load forecasting and distribution planning is studied. At the same time, the method of compensation to the shifted load is presented and the influences to the load forecasting brought by network configurable changes are eliminated. Further more, the math model and dynamic planning model of long and narrow area transformer station is deduced and the result is given. Take the distribution transformer as the basic unit, the work of load forecasting using the technology of the Enhanced Grey Model is finished. At last, using dynamic planning model, economic power supply radius and the number of outgoing line is calculated and the software about this is developed.
