The Study On Water Resources Security Based On WPI Model In Chongqing Municipality

Water resources plays an important role in human being as a "source of life”, it is thefoundational natural resources and strategic economic resources of human’s existence,water resources security is directly related to national security. since twenty-firstCentury, with the development of the rapid economic growth and urbanization ratespeeding up, at the same time, the demand for water continues to increase, so there isbeen the shortage of water resources, seriously polluted water, such as the problems ofsoil erosion which resulted by the water quality of the environment being destructed.Besides, water resource waste phenomenon high-lights the universal.morever,watermanagement system is not perfect,the water resource has become one of the mostimportant global issues to be faced for humanity. These interrelated problems restrictthe sustainable development of social economy, and affect the further development ofsociety seriously. In order to solve these problems of water resources security, allcountries take various measures such as increasing supply, curbing the demand of waterresources. In2007, the United Nations Secretary General Ban Ki-moon pointed out that"a major contributor for the shortage of water resources will become a future warbetween countries.......The resources crisis, which is particularly important, may bemanifested in Asian countries".In2009, Switzerland Dados world economic conferencereport also proposed the world is facing a "water bankruptcy". United NationsEducational Scientific and Culture Organization put water scientific estimation of eachcountry and water resources security on the agenda. This thesis is abounding the waterresources security as a main content. Around the theme of "security assessment of waterresources, present situation of water resources" to regional research as the starting point,takes the model of Water Poverty Index, analyses the water resources security inChongqing municipality. The main research are as follows:(1) It demonstrates the background and significance of this water resources securityresearch in Chongqing municipality，studies domestic and overseas current status.(2) The thesis summarizes previous research, analyses the current situation andproblems of water resources security in Chongqing municipality. (3) According to Water Poverty Index (WPI)evaluation to reach a quantitativeresearch, this thesis takes establishment evaluation index system through five aspectsincluding the Resources, Access,Capacity,Use and Environment, using the data from2000to2012statistics as the basis, using the balance method and fuzzy comprehensivemethod to evaluate the water resources security in Chongqing municipality.(4) It puts forward the opinions and suggestions on the development and protection ofwater resources for the future, in order to provide reference for the realization ofsustainable management of water resources security.(5) It makes discussion and summary at the end of this paper.
