Energy-saving and emission-reduction become an inevitable trend according to the "United Nations Framework Convention on climate change" and the "Kyoto Protocol". In2009July, the International Maritime Organization (IMO) drew up "the new ship energy efficiency design index (EEDI) calculation method of temporary guidelines" and "energy efficiency design index of voluntary verification temporary guidelines" launched the "new building energy efficiency design index" as the new ship energy efficiency standards. In order to cope with the new international rules of EEDI, the international advanced shipbuilding countries began to study mainly on the ship optimization design, development of new energy-saving efficient equipment, highly efficient ship propeller and power saving technology.In this thesis, a systematically study is made on EEDI index system and index calculation principle of meaning, analyzing the relationship between it and the vessel factors, dig out the influence of shallow draft key factors of bulk cargo ship energy efficiency design index and effective determination the R&D program. Optimization of the main dimensions of large bulk cargo ship of shallow draft is made for specific transport task, route, route meteorological and hydrological work environment, and the main dimensions of the ship are obtained based on optimization methods by modern advanced vector machines. At a certain condition, resistance reduction means less power with equal displacement or larger displacement with equal power. Ship hull optimization is first made for ships in inland rivers, which has important influence on the ship resistance, and effect of shallow water and river wall on navigation performance for various ship types has also be studied for development of shallow draft ship hull form in inland river. A systematic analysis is then made for the engine speed of rotation, the effective power and fuel consumption rate characteristics by considering both ship resistance and speed index in order to develop highly efficient energy-saving host power and reduction of fuel consumption techniques and hence improve operation efficiency of ship. Ship machine propeller parameters with excellent comprehensive performance of power energy saving are also obtained through numerical simulations and model tests at both deep and shallow water. Finite element analysis of the strength of ship structure is finally made to study the application of high strength steel in shallow draft ships to ensure an effective reduction of the hull weight and an increase effective ship cargo loading for improving economic benefits.
