With the rapid pace of global climate warming, the low carbon economy has become the global consensus. And the emission of ship greenhouse gas is an significant reason of global warming.According to this phenomenon,IMO has launched a series of regulations and measures and four technical circular letters including EEOI(the Energy Efficiency Operational Indicator)to monitor greenhouse gas emissions from ships.EEOI is a standard used to measure the energy efficiency of ships and provides a very important reference for the evaluation of ship energy efficiency. In recent years,China attaches great importance to energy efficiency index and energy saving. The main operation area of Chinese Ro-Ro ships lies in the Pan-Bohai Sea waters.Although the implementation plan is mainly for cargo ships, the use of EEOI in the Bohai Bay ferry to explore the energy efficiency assessment will make great contributions to improving energy efficiency and promoting energy saving of the Bohai Bay ro-ro passenger ships. This paper is based on the index of EEOI to evaluate the energy efficiency of passenger ships, and the "Chang Shandao" vessel is used as the target ship to select the relevant data.First, the Energy Efficiency Operational Indicator(EEOI)is studied, including its development process, calculation methods, supervision, verification, and the impact and deficiencies, and the difference of the Ro-Ro ships is pointed out. Then, the influence of EEDI on EEOI is studied, such as ship type, resistance and the power of the main engine. After that the values of EEOI in typical course are calculated by confirming the parameters of "Chang Shandao" vessel and the standard of calculation. After then the influencing factors of energy efficiency assessment are analyzed and reaching that "Chang Shandao" vessel cannot achieve good performance in 14-16kn,but with the speed increasing from the 14.9593496kn to 17.6357827kn,daily oil consumption decreased from 19.3 tons to 18.5 tons.Under the condition of different pitch, throttle in the same day, fuel consumption changes can reflect the effect of hydrological and meteorological conditions, the average contributing rate of EEOI is 3.40%.If the pitch changed little and fuel consumption increased unusually,it may be the abnormal propeller. When the berthing time is shortened from 7 hours and 40 minutes to 5 hours and 12 minutes, the main engine fuel consumption is reduced by 19 liters, and the auxiliary engine fuel consumption is reduced by 352 liters. Therefore, reducing the berthing time and maneuvering time can also improve the energy efficiency of ships. Finally, this paper is summarized, then available suggestions and prospect for further research are made.
