As a clean and economic power, nuclear power has become an important part in China’s power structure. Nuclear power plant project has the characteristics of large investment and long period, thus requiring a strict schedule control. The high demands on security of nuclear power construction project make the stage of prophase of nuclear power construction project a key work. This schedule control of the research phase is not only crucial for the start time of the project and the construction period, but also of great significance for the whole project.This paper deeply studies the schedule optimization and control of nuclear power construction project prophase. Based on the domestic and foreign research, this paper analyzed the current optimization and control methods. After a comprehensive comparation, this paper chose Petri network as the research foundation. The boundedness, activity and reversibility of Petri network are quite suitable for the research in this paper. Secondly, by using the WBS, this paper analyzed the work of the prophase of nuclear power construction projects, organized the logic relation of them and confirmed the method to measure the work duration. When applying this method, we can estimate the data based on the specific condition of the project. By using the Delay Petri network, this paper introduced place, transition, directed arc, weight function, token and so on and built the Petri model and the reachable marking graph and found the critical path by calculating the earliest time and latest time. At last, this paper built the ladder model to realize the schedule control in two lays, including the macroscopic lay and the microcosmic lay and proposed the simple program to build the schedule management system which can guarantee the project’s schedule more comprehensively. Also, this paper provide supporting measures for China’s policy environment, the related examine and approve department and the project stake-holder.This paper proposed the schedule optimization and control models based on the Petri network, hoping to further enhance the level of China’s nuclear power construction project managements, ensure the economic and security of nuclear power projects and better promoted nuclear power projects.
