Post-evaluation Research On Investment Projects Of Distribution Network

Post-evaluation is an indispensable link in the project life cycle management, it is of great significance to improve project management level, decision-making process and efficiency of investment. With the increasing investment in distribution network, the decision-making departments and managers of electric power enterprises will pay closer attention to investment results. Therefore, there is an urgent need for post-evaluation of completed investment projects to find problems, summarize experience and provide a reference for similar projects in the future.On the basis of numerous domestic and foreign research results, combining the post-evaluation research on the subject of Guangdong Power Grid distribution network investments, the ideas and methods of carrying out the post-evaluation of distribution network investments were proposed. Under the guidance of the setting principles of the index system, practical evaluation indexes were selected from three aspects of project process, results, benefits, and the post-evaluation index system was established. The mathematical model and method for comprehensive evaluation was fully discussed, and the comprehensive post-evaluation model of distribution network investments was built. The successful use of the model in an actual case proved that the system is scientific and practical.In the process of economic benefits analysis for distribution network, the determination of its efficiency is a major difficulty. By introducing the concepts of main network-distribution network revenue sharing ratio, annual distribution network revenue sharing ratio, and annual distribution network revenue sharing per unit electricity, the effectiveness of the distribution network was effectively determined, making the project benefit analysis more reasonable.Considering the dynamic development of evaluation index, from the perspective of scientificity and feasibility, the concepts of static and dynamic index weight were introduced. The evaluation formula was determined by two aspects: the static effects and dynamic one, in this way, the index score results include not only the absolute effect of each index, but also the dynamic trends in a certain historical period, giving birth to a more objective and reliable evaluation findings.The index weight configuration is the core of the post-evaluation system; its rationality is directly related to the reliability of the comprehensive evaluation results. In order to establish a general post-evaluation system for distribution network investment projects, considering the features of the index system, the paper selected three different power supply bureaus’data as sample, using entropy method to analyze and calculate, and finally achieved the configuration of index weight successfully.The paper has accomplished a complete post-evaluation for the2011distribution network investment projects of city S, Guangdong Power Grid Corporation. The evaluation results were deeply analyzed with proper summary of worthy experience and practical proposals toward the exposed problems put forward.
